It is scale and is a difficult insect to control. Use a systemic insecticide or horticulture oil. It must be repeated several times, removed the infected fronds and dispose of them in plastic bags.

I call it 'scale' and I treat it with White Oil in the cooler part of the day. Spray all over the fronds.
