When can I take a Sago Palm tree out of the pot and plant it on the ground??

You can do this at anytime. Sago's are very resilient, after all they have been around for millions of years.

I've had many sagos, and all have done quite well in both pots and in the ground. The key here is to just make sure the soil you are putting it into is properly ammended and it will do fine. Even if it is a very very small one that has one or two fronds coming out.

Only if you live in a frost free area shoud you do that.

If you are in a warm climate, go ahead and do it - but don't forget to water as the ground is likely to drain / dry out / be drier than the pot where you are able to control the moisture.
Reply:Just remember that a sago palm is really a fern not a palm!
